Nautica, bureaucratic turning point: the Senate approves the Sea Bill. Formenti: “Historic intervention”
The competition at the international level is becoming increasingly fierce, and keeping up with the times is the rule to remain a key player in the nautical market. The Senate has approved in the first reading the DDL “Enhancement of Marine Resources”, presented by Minister Nello Musumeci, a measure that the President of Confindustria Nautica, Piero Formenti, has defined as the most significant regulatory intervention for the sector since the reform of the Nautical Code.
The news mainly concerns the streamlining of bureaucracy
1. Support for purchase and Charter
More flexible formula for purchase: those who buy a vessel will be able to transfer it for management to rental companies for a specified time, noting it on the license. The Italian charter finally aligns with European competition with new contractual figures such as “lease with captain appointment” and “charter on a pre-agreed itinerary”.

2. Goodbye delays: buying and selling and STED
The time for renewing the navigation license in the buying and selling of used vessels is reduced by half, going from 60 to 30 days. Furthermore, the receipt issued by the Telematic Desk for Boaters (STED) will have the value of a provisional license for as long as 90 days, allowing immediate navigation without having to wait longer times.
3. IT digitization and Safety
The measure completely revises some important points:
- Digital registers for vessels equipped with IMO certifications.
- Test plate officially extended to navigation in international waters.
- Firm stance against illegal activities with mandatory identification for “occasional rental”.
- Direct responsibility of the driver for administrative penalties, as already occurs in the road code.
